Private Sector Participation
The vision and success of achieving the SHuTT status for Brunei through the creation
of an Airport City is a matter of attaining a working partnership between the government
and the private sector. It largely depends upon the combined effort of the government
to provide the impetus for development and the enthusiasm of the private sector to
support these efforts.
Considering the present development plan for the airport, the private sector can
participate in the construction of infrastructure and facilities, such as hotel,
restaurants, cargo handling terminal or commercial centre. Incentives, like low-prices,
long-term lease rental and nominal charges for basic utilities, such as electricity,
telephone and water supplies, are being offered to investors and airline operators
involved in the construction of the infrastructure and various facilities at the
Brunei International Airport.
To further encourage participation from the private sector, the Brunei government
devised several incentive schemes which also apply to investors at the Brunei International
Airport as follows:
Pioneer Status
Any limited company which has been granted a Pioneer Certificate is given the following
incentives:
i) Exemption from Corporate Tax
The 30% corporate tax is exempted for a pioneer company for a basic period of two
to five years, depending on the level of fixed capital expenditure. The exemption
commences on the first day of production.

Tax exemption may be extended up to three additional years in certain circumstances.
ii) Exemption from Taxes on Imported Capital Goods
A pioneer company is also exempted from customs duty on plant, machinery and
equipment to be installed in the pioneer factory.
iii) Exemption form Taxes on Imported Raw Materials
A pioneer company is exempted from paying import duties on raw materials not
available or produced in Brunei Darussalam intended for the production of the pioneer
products.
